Notification users are reached by text with just a mobile number, no app needed. App users sign in with their own key to see the live board and, by role, change the level. Most people are both.

No. Text alerts are part of your plan, with nothing to top up and no per-message bill to watch.
Yes. Each account has a public board at its own link, read-only and with no sign-in, made for an operations room or large display. Lock it to your own network, or leave it open to anyone with the link.
Yes. Run a level change as an exercise and everyone is reached exactly as in a real event, but it is recorded as a drill, not a live incident.
